i have a canon rebel 35 mm camera, and i need to know if my lenses with that are compatible with a canon EOS 40D digital camera

To clarify what David mentioned, he is talking about the DIGITAL Rebel cameras, not the 35mm one that you have.
Yes, the 40D will accept all Canon EOS EF and EF-S mount lenses.
If you get an EF-S lens, it will work on the 40D. However, the EF-S lenses will NOT work on your 35mm film camera.
They most certainly are. The Rebels and 40D will accept all EF and EFs Canon lenses. This means that you can use all auto focus lenses on either camera.
The 5D and 1D series cameras can only use the EF lenses. The EFs lenses are designed for the smaller sensors of the Rebels and 30D, 40D cameras.
