I am looking to bu a DSLR camera, especially the Canon Rebel XS since I am just an amateur photographer and want to start with a not-so-expensive camera.
I want to look into other types of DSLR cameras like the Nikon D60.
Any thoughts about the Rebel XS and D60? Which one is better?
ALSO, please suggest other DSLR cameras that you think is worth it for just under 0.
WHat I look for in a camera is worth at least 10 MP, Long bulb setting (I love slow shutter speed), Fast shutter speed also, Manageable not complicated menus, Comfortable to hold. Good screen resolution.

Although it is getting a little old, the D40 is a perfectly fine camera for a beginner (I would say even better than the D40x or D60). The D40 new is about $472.00 including free shipping. I would also consider the D3000 instead ($585.00 including free shipping from adorama.com). The D3000 is a much easier camera for a beginner (has a nice guide feature), not to mention it just came out on the market so it will hold its resale value better. Also, the D3000 kit lens is a VR lens, whereas D40 kit lens does not have vibration reduction technology, thus making the D3000 an even better value. Check out the first two links below for a great review of both cameras. The Canon XS (1000D) about $525.00 for the kit and XSi (450D) about $630.00 for the kit, give you a little more features for your dollar, but I have always preferred Nikon’s so I am a little biased toward them. If you really like Canon’s I would recommend the XSi (450D). Check out link three for a great comparison chart between the XSi, XS (1000D), and XTi (400D). Some people like Live View but to a real photographer Live View is somewhat of a gimmick and holds open the shutter to let more dirt get on the sensor.

Which is best for YOU is up to you do decide.
Pick the camera the fits your hands best, one that has the menu that is easiest for you to navigate and while you are holding them in your hands, put your own SD card in them and shoot them at the highest and lowest ISO settings the camera has and then at home, see which one "looks" the best on your computer’s monitor. If you find one that is best using those three criteria, you will then have the "best" camera for you … not the one some of us like better for whatever reason.
Both have similar LCD’s, the bulb setting (how long the shutter stays open is up to you), top shutters speeds of 1/4000th second.
Take a look at the D5000 which is just a few dollars past your budget.

Troubles is right. For a first camera, you don’t need all the bells and whistles. They can distract you from learning the basics of exposure control and it is better to have a less technologically advanced camera and two lenses at your skill and budget level
I have a brand new Canon XS.. & I will sell it for you for $500. That is well under $700. I bought it for $550, plus a $19.95 4gb, which I’ll throw in for free. It is new, unused, and I just got it Wednesday 9/16/2009. I will even pay for shipping and handling. That is farl ess then what you would pay, just $500 for everything.
