As of right now, the highest end rebel is the Canon xsi. It has 3.5fps and 12.2 megapixels.
Review of xsi:

of course megapixels and fps aren’t everything…there is a lot more to consider…but out of the Canon rebels (XT, XTI, XSI, & XS) the xsi is definitely at the top.
***However if you are speaking about Canon cameras in general the very best would have to be something more along the lined of the 1D or 5D models (of course thats an entirely different class of cameras.)
"Best" camera isn’t judged by its fastest (or slowest) shutter speed. I think all of them go up to 1/4000 or 1/8000 of a second.
And megapix is not what you should consider either. But if that is what you want to go by, then the new 5D MII is a "bargain".
"Best" is hard to measure as megapixels are not the sole measure of a good camera, but the most recent model is the Rebel XSi, known outside the US as the EOS 450D.
Canon Digital Rebel XSi is the top for rebel.
